La Crosse police arrested a man from Rockford, Illinois, on several charges, including his 4th Operating While Intoxicated (OWI) in five years and possession of drugs.
According to the police report, officers pulled over Johnnie Banks, 40, for going 55 mph in a 30 mph zone on the 1000 block of George Street on March 4 around 12:30 p.m.
Banks failed a field sobriety test, according to the report, and officers found "bags of leafy stuff" in an ash tray, five "rocks," marijuana under the seat and a scale in the trunk.
Banks faces charges for possession with intent to deliver cocaine, 4th OWI in 5 years, possession of THC, speeding and operating without a valid license.
He is scheduled to appear in court Monday afternoon.
